You can change your IP address in any operating system .... now your internet ip address is usually assigned to you via your ISP DHCP server. Your local network will probably be governed by your router which in all likeliness is set up for DHCP. DHCP auto assignes an ip address to you and is highly recommended you do not change it unless you know what your doing. If you insist here is a video tutorial on it ....

Your IP address is assigned by your ISP. You have two choices, either call your ISP and have them change it, or use a change IP software. Change IP software is a proxy. When you use it you are connecting via a secure tunnel to an Internet server. That server will appear to be your ISP to any website you visit thus effectively changing your IP address.
My network places -%26gt; view network conections -%26gt; right click on local area conections -%26gt; properties -%26gt; duble click on internet protocol (TCP/IP) -%26gt; check ';use the folowing IP address'; and enter your new ip address

Your IP address is assigned by your ISP not by the OS.
If you want an IP outside of your ISP's control get a personal vpn. http://www.surfbouncer.com
