That only works for your local LAN IP address (ipconfig /all). Most DHCP servers (in the router) will cache your MAC address, and give you the same IP address on the LAN almost every time. Resetting the router and then trying ipconfig may give a new value, but they usually start from the first address anyway.
As for your public IP, hard to change without your ISP changing it for you. They keep track of IP addresses for legal reasons.
