easiest way is to have a modem that offers you a dynamic ip, this changes every time you log on the net. otherwise it's pretty complicated to change your ip address, i can't remember exactly how to do it it's been so long since i had to change mine
Most people have no control over their IP address. It's set by their internet provider, and they change it, themselves, every so often.



You can mask your IP by setting up a proxy, but I don't think it'll actually allow you to change the IP.
Well, you ca change it, but even if is changed it will show that you are from japan. I would suggest using a proxy. Google it and you should find out how it done.
