How to get on a site that has blocked you changing IP didn't work?

I was told that if a site blocks you, and you don't think it should have you can change your IP address and then that should work. Well changed the IP address and it didn't. Now we tried it right away. Is there a time we should have waited between getting the new IP address and trying to get on to that site? How to get on a site that has blocked you changing IP didn't work?
You should wait until the ban expires, if it's not a permanent ban. Otherwise you should move on. You're assuming that you have some inherrent ';right'; to go to a particular aite. Unless you pay for it, you don't. Anyone can ban anyone for any reason (or no reason) at any time and for any time. Attempting to do anything to the site to evade the ban is actually illegal. (Changing your IP isn't illegal, it just shows that you don't understand IPs and how banning works.)

DALnet banned the entire nation of Myanmar at one time. And for months. And there was nothing anyone in Myanmar, even the government itself, could do about it. (There was a very valid reason for it.) Private property is still private property, and the property owner can admit anyone he or she wants to. (And ban anyone he or she wants to.)
