He probably meant to resolve the name address to an ip address. Not binary code.

You can find the ip address of a website by opening command prompt and pinging it

Start%26gt;run%26gt;cmd%26gt;';ping google.com'; for example

Other ways to access blocked sites is to use a webbased proxy site like http://hidemyass.com
Um.. sorry but there's no point in doing that an ip address is just the url name itself for example, answers.yahoo.com can be resolved to an ip address of 69.147.100.227 you can type that into your browser and it'll redirect to here. Converting that to binary won't help you with anything if it's blocked on your computer, it's blocked fine another way around it.
